getting some form of universal health care for the U.S. or will Congress continue to ignore the need? How 'Blue' must the country get before it happens?

I see trumpy and his minions fighting any sort of 'free' health care.
However, I can see how this pandemic will bring about changes in health care and the medical field. Let's hope it is for the positive.

In the short term, I am seeing significant chatter about doing everything to remove Trump and the enabling Senators... beginning November 3. We don't know how long this pandemic will adversely affect the U.S. or how many will die because of it. The longer it lasts and the closer we get to November, the more likely to see the Senate and White House flipped. If we do flip the Senate and keep the House blue, we will see significant changes in the availability of health care, cost of health care, and some form of a national health care program. OTOH, if the pandemic does not have the catastrophic effect predicted and the stock market recovers the GOP will retain control of the Senate. With the GOP in control of that body and McConnell as Leader, any efforts to move towards a national system will be stymied. Corporate dollars still control our politicians!! And, the GOP in Congress are bought an paid for by the pharmaceutical and insurance industries. The pharmaceutical industry will see CEO bonuses go through the roof as demand for drugs skyrockets during this time. They do NOT want their ability to profit off illness and death to be diminished. Conversely, the insurance industry will take a hit if they are forced to waive co-pays and cover claims without the usual "deny first" protocol. Lots of money will be paid to politicians to see that they have the ability to recover any losses and legislation is passed preventing government interference with potential profitability in the future.
This is totally and completely a timing issue. Illness, death, economic devastation leading right up to a national election will bring crowds to the polls and rout the incumbent controlling Party. We will see a "circular firing squad" with Congress pointing at the White House, White House pointing at Congress, blame being placed on government agencies and people fired... mass chaos in the GOP political arena. If the storm is weathered quickly and a recovery is underway, there will be lots of hugging and kissing amongst Trump, GOP, corporate billionaires, and the Trump base and life will go on as it has for the past 3 1/2 years.

When we do ask the question as whether this pandemic will initiate a serious discussion about national health care, does anyone remember how each of the mass shootings worked towards serious discussions about gun control?? Again... the future of our Country is defined by dollars, not the health and welfare of our citizens.
