There have been no cuts in police, I know of in Massachusetts, and defund the police that has been a talking point of the GOP, got a lot of GOP elected, The idea that was behind "defund the police" was lied about, by the GOP.
The point that was BADLY made by the Dem's, was that the police needed to be reorganized, to face today's challenges and to, do, so we would have to start from, scratch. It was very bad marketing of the idea, and caused the Dem's to lose, many elections.
Defund the police had nothing to do with taking money from the police, just reorganizing them.

I can't speak of what other locales are doing, but here the "defunding" didn't mean reducing budgets for police agencies, it refers to having other professionals for example: to respond in place of police, who don't have expertise in dealing with mentally ill subjects.
As usual, the GOP media and politicos strive to appear as "law & order" proponents, and will twist & distort any words or events to their advantage.
